Issue with network connectivity (Android phone) - Microsoft Community

i purchased homtom ht30 phone. it's great, there's issue have. can't access internet on phone, turned on wifi hotspot , internet works fine on laptop. have (i believe) checked issues, keep receiving same message 'net::err_connection_timed_out'. can't sign google account or set up. internet works on laptop, not phone.
has encountered similar issue? i'd appreciate advice might have
