Can no longer navigate between data series in Excel graphs using - Microsoft Community

up until recently, used cursors navigate between different data series on excel graphs (which convenient!). now, no longer works - when select data series mouse can't move series pressing or down arrows on keyboard. didn't change settings (that know of). 

restarting excel, trying different files, restarting computer - tried of these , none worked.

any insight on how can turn setting on, or why feature changed? 

excel info: microsoft office 365 proplus, version 1705 (build 8201.2193 click-to-run)

windows 7 enterprise
