Deceased family member account - Microsoft Community

i trying find information on microsoft's next of kin policy and/or procedures, or how contact windows live custodian of records.  brother has passed away , personal representative estate.  can me this?

however, right privacy , security of our customers’ data fundamental concern microsoft.  our users expect microsoft keep information private , secure in event of death or incapacitation.  our primary responsibility

if third party has compelling need access user’s account , or has appropriate legal permission access, or have additional questions access deceased or incapacitated user’s account, please send inquiries to
