What version of Windows and OneNote is needed for the Dictate Feature - Microsoft Community

i trying share dictate feature in learning tools in onenote 2013 desktop on laptop running windows 7.  dictate feature wasn't available.  dictate work in onenote 2016 running windows 7 or need windows 10?
