format cells general, not date.

even though think of 1921 "date" (year), number excel.  example, 1921 number of feet, inches or widgets. number means us. excel has no understanding of meaning of number.

to excel, "date" (a cell formatted date) has day, month and year component.  way present number -- appearance.

but number.  example, today's date 12/9/2017, might write 9/12/2017 or number of other ways. excel stores 43078, can see formatting cell general.
