OneNote Sync Now Failing Across All Platforms & Multiple - Microsoft Community

as of today onenote sync of onedrive-hosted notebooks failing across different pcs, platforms (win10, desktop, ios), accounts, notebooks, sections, pages , release channels, following error message:
"onenote needs password sync notebook. click here enter password."
this error message shown in yellow bar @ top of every page every section every notebook, despite there never being password setup them, seen in screenshot below:
also, clicking bar not show password prompt or other dialog/action, section password protection isn't setup.
platforms reproduced on
this occurs across following different platforms (as detailed @ bottom of post):
- onenote 2016 desktop win10 x64 (for stable, office insiders slow, , insiders fast release channels)
- onenote win10
- onenote ios (on iphone , ipad)
the issue not notebooks, can opened fine in web-based onenote (https://onedrive.live.com), , without requiring password there (as no password ever setup them).
detailed error messages
notebook sync status dialog (from context menu shown when right-clicking on notebook under notebooks sidebar) shows following more detailed error message, seen in screenshot below:
"we need password sync notebook. (error code: 0xe4010647)"
in cases following error message shown instead after attempting create new notebook, section or page:
"sorry, can't create https://d.docs.live.net/7ca78f92f674/documents/test2/new section 1.one. it's possible don't have right permissions or enough disk space. (error code: 0xe0000644)"
troubleshooting attempted
i thought may related having enabled office insiders (slow) beta updates week or back. however, uninstalling office 365 , reinstalling without enabled did not fix issue, not newly created notebooks, , nor did upgrading office insiders (fast).
i can create local notebooks (ones not hosted in onedrive , therefore can't shared) fine, converting shared notebooks results in same errors occurring.
i thought may related cumulative update windows 10 version 1703 x64-based systems (kb4034674) having been installed, used system restore restore prior that.
i tried dozens off possible workaround , troubleshooting steps, including following, name few, no avail:
- system restore
- clearing out credential manager , logging in office, etc. again after reboot
- close + reopen notebooks
- open in onenote launch desktop app onenote web app
- sync sync status
- signed out , signed in onenote (desktop) > account
- rebooting pc
- signed out of office.com, live.com etc. in ie , firefox
- connecting via cellular connection instead of wifi
- disabling anti-virus , firewall
- reinstalling office
- disabling office insiders (slow) , reinstalling
- upgrading office insiders (fast) , updating
- sharing notebook access other pc other microsoft account
- share notebook other account access ios
- creating new notebook in win10 app
- creating local notebook , updating shared
- using ipad , iphone apps access existing notebooks

- office 365 home 32-bit on windows 10 pro x64:
- onenote 2016 current channel (stable) v1706 (build 8229.2103 - 16.0.8229.2086)
- onenote 2016 office insiders (slow) v1707 (build 8326.2070 - 16.0.8326.2062)
- onenote 2016 office insiders (fast) v1708 (build 8424.1000 - 16.0.8424.1000)
- onenote win10 app v17.8366.57611.0
- onenote ios v16.3.1 (on both iphone , ipad)
- onenote online (in firefox , ie) - platform ine notebooks
