it took longer time finding solution. useful response involved community members. 

my problem solved now.

the norton internet security tools had blocked started windows update download session anyway.

i've deinstalled norton internet security tools.

restart ...

the download of available windows updates including 16241.1001 started , closed no problems.

restart ...

norton internet security tools installed again.  update , scan ...

system running .
