Unable to create a site collection

we have place upgrading database 2007 2013 (via 2010), can not create new site collection error below.

the operation attempting perform cannot completed successfully.

no content databases in web application available store site collection.

the existing content databases may have reached maximum number of site collections, or set read-only,

or offline, or may contain copy of site collection.

create content database web application , try operation again.

the database not maximum number of site collections, not read-only, still active.

does know why?

or try create after adding new database?
