How to make one cell mandatory if another cell is blank? - Microsoft Community

i have excel report staff asked update cells either 1 of 2 columns - each column has different drop down choices.  want make rule states if cell (in column a) blank cell (in column b) mandatory (and vise versa).

can provide details instructions?
