the agency work in create microsoft online accounts using .gov in order state agencies access information in sharepoint. should using office 365 log in screen , create there? error occurs indicating users must create account not using .gov extension. please advise.

1. agency work in organization.
2. state agency work in b organization.
3. want users in b organization access sharepoint online of organization accounts such *** email address removed privacy ***.
if yes, i’d need verify , add xxx.gov in organization’s tenant first , create new users’ accounts. however, don’t recommend 2 companies , doing may cause problems in user management. instead, in scenario, can use external sharing achieve requirement.
if mentioned above isn’t experiencing, please provide , confirm following.
1. provide more information environment , how create user accounts. appreciate if can list steps.
2. upload screenshots related error messages when creating user accounts.
