i trying figure out if possible hyperlink cell not go specific webpage jump directly specific line of text on same page.  have basics of hyperlinking cell website down, i'd hyperlink 1 step smarter if possible.

some small background, work in safety , trying create spreadsheet people specific osha programs , regulations.  example, 1 such osha regulation regarding blood-borne pathogens (bbp).  i'm able cells hyperlink correct page bbp if possible jump straight specific osha regulation (e.g. "1910.1030(c)(1)(i)") person looking information doesn't have scroll through literal pages of raw osha data find specific information in question. 

is possible achieve, either formula or vba coding?

in order jump specific place on web page, web page must have html anchor (also called bookmark) in underlying html. can use # sign @ end of url jump anchor after page has opened, example this:

simply add # sign , bookmark name end of url page.
