we use exchange online. disable "recover deleted items". set:
set-mailbox -identity *** email address removed privacy *** -retaindeleteditemsfor 0 thinking no emails stored in the "recover deleted items". still storing there. how can allow permanent deleting of emails avoiding "recover deleted items"?

based on experience, if item moved recover item folder, kept 14 days default. and, have tested on side, result same you. in opinion, maximum number 30, maybe minimum 1 not 0. please try setting number 1 check if there improvement.
meanwhile, may know whether retain policy enabled in organization? if so, please disabled try again.
also, can try deleting items recover folder manually: right-click deleted item > choose purge in recover deleted items folder on owa. please see:
