Paste Special Formulas not working in Excel 2013 and 2016 - Microsoft Community

i have excel template created in 2013 version of program. 1 tab rent roll input sheet 600 separate tenants. added iferror protection string particular cell in first operative row of rent roll inputs, , going copy , paste formula through other 599 input rows. however, when tried paste special formulas, excel entered result of formula, opposed actual formula. 

for reference, formula in master cell reads follows: 

=iferror(if(cg$9="off",0,if($bq11=1,(((sum(bz11:cf11,ch11:ci11)*p11)+bm11)*$cg$7)/p11,if(or($bq11=2,$bq11=3),($cg$7*$bm11)/p11,if($bq$11=4,($cg$7*bu11)/p11,0)))),0)

and when copy formula, , paste special formulas cell below it, excel returns 0. result of formula , not formula itself. 

this may sound weird however, have @ following 2 urls , see if of these resolve problem...
