Windows 10 phone Outlook manage account

i reset elite x 3 window 10 phone due bluetooth problems. outlook not work well. have uninstalled & reinstall outlook no change.

problem have cannot manage microsoft email accounts - hotmail & outlook.com emails.

nothing happens when click on manage account emails.

but may gmail.com accounts, bring me manage account gmail account.

prior resetting phone, able use manage account outlook & hotmail emails.

regarding issue managing outlook accounts, tell type of reset did perform on device? soft reset, or factory reset?

also, have tried performing them again after discovering issue email accounts?
