i explain sign in microsoft account activate office 365 home, work or school account activate office 365 business.
thus, can’t use license office 365 business activate office 365 home.

since license office 365 home expired, suggest uninstall office first.

and after that, please sign in office 365 portal work account download , install office 365 business.
you find view this:
normally, not need activate office manually if download portal.
if can't find this, please consult department whether admin manages , sets office unavailable users.
to set office available users, can suggest admin following steps:
1.sign in office 365 portal admin center
2.in left navigation panel, choose settings>services & add-ins.
3.click office software download settings, turn on office option, click save.
