i suggest use office 365 audit log check changes of users’ licenses if have turned on audit log in office 365 portal: https://protection.office.com/#/unifiedauditlog

 

besides, better understand situation , you, please provide information below:

  1. does issue occur users in organization?
  2. were user mailboxes migrated?
  3. related screenshots issue or error message.
