URL encoded automatically - Microsoft Community

i have program open ie parameter passed in, ie encoded query string from

iexplore.exe "www.xyz.com?xyz=123&abc=123"

to www.xyz.com?xyz=123%26abc=123 , makes not working.

any way stop ie encode?
