Unable to boot safe mode with networking feature - Microsoft Community

hi, i'm experiencing issue while trying boot laptop in safe mode networking feature.

i'm sure followed correct way holding shift , select restart bring advance startup function.

my windows 10 @ build 15063.rs2_release.170317-1834.

anyone has idea what's going on? 

moved from: windows / windows 10 / performance & system failures / pc

while wait other members share input, we'd know, same issue if try boot safe mode settings > update & security > recovery > restart now? also, may know issue that's causing boot safe mode?
