Indexing a Countif formula - Microsoft Community

i have spreadsheet reporting on number , age of service tickets. using formula =countif('current open'!c5:c100,">=0") reference sheet. problem have when row added or deleted "current open" sheet change range formula. when insurt row goes c5 c6 , when delete row changes c100 c99 , on. 

i have tried using $c$5:$c$100 , protecting sheet , workbook. still unable keep formula set c5:c100, suggestions?
