User Account Control dialog box not opening in Win 10 Build - Microsoft Community

i no longer "user account control" dialog box when trying make changes machine. should open, , darkened screen , spinning cursor, after while times out waiting dialog box , process fails. can't past run apps or uninstall programs. can't change uac level tries open uac dialog box, not work. seem in infinite loop of being unable past issue. going safe mode didn't let me uninstall app.

other weirdness happening. in task manager, process page seems frozen on it's first update. details blank. performance shows blank grids. services tab seems work, , services aren't running. can control panel items through windows explorer. 

the services dialog never populates. , on , on. 

since can't uac dialog box, can't uninstall might causing issues.

any ideas?
