Windows 10 can only open settings in safe mode (Build 16281) - Microsoft Community

for few days now, i've not been able open settings, or related (display, personalize, windows update, etc..). when booting in safe mode, open. happened on previous build well, rolling me no good.

i've uninstalled recent applications, i've disabled unnecessary applications @ startup, along unnecessary services.. i've tried sfc /scannow, found , repaired files, , used dism repair image, no change, settings menu still doesn't open unless i'm in safe mode.

ideas?

might have clean install, or reset. reset can keep data (unless choose keep nothing) reinstalls windows. have reinstall software after reset.
