No Windows Applications loading - Microsoft Community

my windows 10 laptop unable start win32 applications such chrome, edge, word, , onenote. command line, task manager, firefox, , windows explorer, exceptions , work fine. additionally, no windows apps including settings start. 

oddly enough, within task manager cpu usage purportedly locked @ 100% in 'processes' tab , 0% in performance tab. memory usage reportedly @ - 1%.

i've attempted following solutions offered here: https://answers.microsoft.com/en-us/windows/forum/windows_10-other_settings-winpc/windows-10-cant-open-programs/1cf562fe-e9e7-4390-840b-440aeca82563 to no avail. 

when booting in safe mode, settings opens fine though. attempted refresh installation while in safe mode , 'could not find recovery environment' . attempted refresh booting off windows 10 iso (obtained https://www.microsoft.com/en-us/software-download/windows10) repair computer - > troubleshoot no option refresh presented. contrary guides found online presented on same screen. 

i've tried running creators update within windows, uac appears broken. 

as per forum mentioned above, i've tried ( in safe mode)  :

1. creating new user account (dialogue opens , closes instantly) 

2. running ms safety scanner (works, no fix) 

3. system file checker scan ( works, no fix) 

4. , clean boot (the changed setting enable clean boot don't seem 'stick') 

any info on how can computer operational again appreciated.

it there application within device causing performance issue on windows 10 device. may know if still able start windows in safe mode? see if components of windows still working.
