this has been issue since our kb moved sharepoint incomplete syncing. error message is:" we're sorry, server busy @ moment. please try again in few minutes, or contact server administrator. (error code: 0xe402004f)"
some folders cannot view error: "we couldn't open section."
i tried closing , re-opening issue persists.
please advise.

i think issue caused migration method. not suggested directly upload notebook folder or original file sharepoint online.
i'm not sure how change notebook owner migration. suggest use following steps move notebook:
1. let notebook owner (the user can open notebook in onenote desktop windows application , see sections/pages) open notebook in onenote windows.
2. click file>export>notebook>onenote package>export notebook local drive.
3. find local saved package in step 2, double click open in onenote again. check pages/sections displayed properly.
4. click file>share>select path of sharepoint online or click add place enter related account sharepoint online>click move notebook.
5. notebook move sharepoint online.
the key point step 1 , 3, in step 1, make sure user can open pages , sections without problems. in step 3, make sure unpackaged notebook opened without problems.
