How can I disable IE prompt to open-save-save~as when downloading - Microsoft Community

trying figure out global issue new  windows 7 image @ work in ie.  we have old pc's replacing , on pc's using updated windows 7 image has same ie 11 version 11.0.9600.18738co on both images.  the difference though there no security prompt open pdf files on old image.  on new 1 prompt open, save or save-as , trying find way remove it.  our guy built image did not set group policy intentionally if there 1 this.  i can't find way remove prompt in gpedit.msc, missing "launching applications , unsafe file" missing yet see option under security settings in ie.  the radio buttons grayed out making changes in window.

any thoughts?
