i seeing same issue. the file contained on shared macos server volume. the file had permissions: rw owner , r group , everyone. this shared document maintained single user , read others.
whenever owner saves file, permissions changed rw owner , nothing else.
this file has been maintained years using earlier mac office latest version breaking.

from description, seems file saved on shared macos server , case owner single user. file’s permission set read , write single user , read group , everyone. after latest version of excel mac client installed , user saved edited file, permission changed read , write owner , nothing leaves.
if yes, i’d confirm , provide following.
1. provide full screenshot of page showing version information of excel mac client. can access page via excel>about excel.
2. issue happen in specific file?
moreover, if manually change permissions of file, restart mac , test again, check if issue goes away.
