Conditional formatting to populate cells? - Microsoft Community

using excel's conditional formatting (or other function), can add text cell based on value of cell (or cell)?

i have spreadsheet column d have single space in if cell empty (i.e., every cell in column d populated no cells left blank).  simplest solution seem should type in space each cell empty since need first 100 rows populated (and wouldn't take long); however, moment insert new row (which often; deleting , inserting new rows), new row not have column d populated text.  want column d automatically populated space, new rows added.

i tried using formula [=if($d1=""," ") , applying column d, not work.  thinking conditional formatting can used formatting (:p) , not text input.  so wondering if there way achieve this?

it may know why want this.  have list of ongoing files in first 50 rows.  completed, delete row.  if new file comes in, insert new row. column d identifies task must completed.  i've written common tasks in rows 90-100ish.  i've done when start typing task in rows 1-50, auto populate in bottom rows (since connected rows 90-100).  works if connecting rows populated text.  don't want use drop down list because it's variation of text in rows 90-100.

i hope makes sense.  please let me know if need clarify anything.

any appreciated.

it seems me simplest solution move rows 90-100 rows 1-11 , start list in row 12.
