i know wp7 dead, store wp7.x apps dead well.

can't download apps wp7.8 handsets - nokia lumia 800 , htc mozart.

tried reset of phone. tried different ms account. still same error code. 

please help.

hello paul,

probable causes of incorrect settings on phone, slow internet connection, account out of sync, etc. can try checking if date , time on phone set correctly. if you're using cellular data, try using wifi or vice versa.
