does onenote version provided hp's spectre x2 (poor man's version of microsoft's surface pro) convert ink text?

the surface pro does. assumed spectre did when purchased it.

the ink text feature can used on touch-capable computers. it's useful feature if can write better or faster can type, great meetings or interviews. although feature works on touch capable devices, doesn't work due compatibility reasons. having issues using ink-to-text feature on device? if yes, can provide details it?
