Can't view the Program Agreement to sign up to the Insider Program - Microsoft Community

hello, i've been inside program time, left program few months ago because had work , needed fresh, stable copy of windows on hand wanna on board , feedback out on secondary pc can't sign up. when clicking "get started" button after signing in on insider.windows.com, error message "something went wrong". has been happening since yesterday. else experiencing or familiar problem? if not, can me figure thing out? in advance.

the "sorry, went wrong" page happens when pc not meet requirements windows insider program. if current build still 1607 (anniversary update), recommend updating first build 1703 (creators update) before signing preview build. update, check page: windows 10 creators update available.
