Multiple problems with IE 11 (no developer tools, incorrect - Microsoft Community

i have been trying access site of french administration register important appointment. there few (if any) time slots available , open short time (something 5 mins per week). avoid reloading pages night , day, wrote small script software called human emulator check site time time , signal me if there time slot available. idea being if there free time slot, should able pick process , continue registration process manually entering captcha , personal info.

the problem human emulator relies on ie, , site i'm trying access being displayed incorrectly in ie (both when running in human emulator or when ie running on own usual). tried test if problems same other sites, far have seen them administrative site , analogs other regions of france. universal problem websites inability use developer tools panel.

so here symptoms: (in each case, first screenshot in ie, second 1 in chrome comparison)

1. dropdown menus displayed "unfolded" :

3. captcha not loaded (and 1 real problem that's blocking me!). only french words "loading" displayed small animation, no matter how long wait, captcha not appear.

4. developer tools panel remains blank , displays no information @ all. have mentioned, same sites have tried it.

i wonder if there can computer settings/ie resolve these problems - or @ least invisible captcha problem? guess of theme might have common source, i'm not competent enough which.

in other situation, use browser, time need make ie work.
