Excel cell/row outlined when editing - Microsoft Community

when edit cell, cell, or entire row, have black outlines. disappear if scroll down out of view or click on window outside excel. formatting within "outlined" row change when hit tab key. simple cannot find evidence of having changed setting cause this.
