In Excel 2016, why are pens enabled in draw for some files and others - Microsoft Community

when open files, in draw tab, greyed out, while in others activated , works fine. more confusing, in same worksheet, in tabs draw active , other tabs greyed out. 

try unfreezing panes view menu.  worked me.
