is there powershell script empty "deleted items" user in exchange online?

i have user have reached 1m items on deleted items folder , @ user level outlook , outlook online can't empty or permanently deleted messages folder. have try several t/s methods @ client level, looking powershell script works particular user out creating or changing default deleted items folder retention policy administrator on exchange online, in hybrid environment.
