found website allows input vehicle's vin , give year, make, mode, ect. have form user fills out register vehicle parking pass. user enter vin in form, have access enter website, search results, , enter results data base. possible or thinking way far outside box?

vins long , hard enter without error. why not ask license plate?

to answer direct question: depends entirely on website , programming skills. if have api can call, should possible (maybe using long-in-the-tooth soap toolkit or custom .net component write , give com wrapper). can poke values in web page , programmatically click search button, again depends entirely on programming skills (traversing dom of web page, , javascript). there nothing directly build access this.
