Excel VBA causes Out Of Memory error on blank worksheet - Microsoft Community

i have 8 gb of physical ram, , paging file has range of 12,000 mb 50,000 mb.  windows task manager shows, when have excel open browser, 2 gb of memory being used.  , yet, error when attempting open vb window on new worksheet.

i running windows 7 office 2016.

i guessing related fact can't open vb window in access either, in new database file.
