Onenote 2016, Cannot create local file or restore onepkg file - Microsoft Community

on 1 of computers (windows 7) i have office 2010, among applications onenote. offered me upgrade onenote 2016, accepted, , gave me microsoft onenote home , student 2016 license activated. have since updated latest version 1706 build 8229.2073 click-to-run.

i use onenote files on onedrive. shared 1 of onedrive notebooks, , thought idea make local copy. exported out onenote file , got .onepkg extension file ( couldn't see option save as.. ) next double clicking file open it, , gives me dialog box "unpack notebook".

however, no matter choose unpack notebook gives me error:

"currently, can create notebooks on onedrive. activate office 365 subscription more notebook options."

it doesn't matter if try unpack on onedrive, gives me same error. besides, license should not require onedrive @ all.

doing more investigations found:

when open local onenote files ribbon: out of onenote, move notebook ondedrive. however, able edit local notebooks though gives me message saying "to continue using notebook, activate eligible office 365 subscription". doesn't let me create new files either, copying old onenote file, can edit , create new local onenote files.

where can bug report , patch/update issue? believe should both able create local files , restore exports of onedrive onenotes.
