Error message in Access 2010 - Microsoft Community

keep getting stopped in tracks when trying create new access applications.  i'm running error message "can't find dll entry point getuserdefaultlcid in kernel32".    using windows 7 professional , access 2010 professional  32 bit - version 14.0.7184.5000.    our people thought problem might have our security software, flagging access safe program didn't fix problem.

it bad if application expecting api available in kernel32 no less (a core part of windows) , not there. machine may messed up. run windows updates, office repair.

try on machine. should never happen.
